Next AFAP meeting to be held in November 2014

The Fort McCoy Army Family Action Plan (AFAP) program will hold its next conference Nov. 4-5, 2014. The 2013 event was cancelled.

Kevin Herman, Fort McCoy Army Community Service (ACS) AFAP program manager, said no issues were submitted for the 2013 conference, and because the two remaining issues did not meet the new Department of the Army (DA) guidance, they were closed out. That means the slate has been wiped clean of issues, and the installation will begin the process anew.

While nothing will change in the Fort McCoy process, Herman said the program is being restructured at the DA level. No DA-level conference will be held in 2014. Each installation will hold an AFAP conference and submit its top-two issues to the Installation Management Command (IMCOM) for consideration. Fort McCoy currently is seeking issues for submission along with people who want to be involved in the fiscal year 2015 AFAP conference.

The AFAP process is meant to encompass everyone in an Army community. Herman said this means Soldiers and their Families, retirees and DA civilians all have an equal role in submitting issues and participating in the process.

"This process looks to improve the quality of life for everyone in the Army community," Herman said. "Too many people are under the impression that AFAP is for Soldier and Family issues only."

A couple of great results for quality of life for civilians came from the AFAP process, such as locality pay and childcare services being provided, he said.

Issues that can be submitted are not necessarily confined to the Fort McCoy level, but can be about a DA or Department of Defense level concern affecting Fort McCoy personnel.

AFAP conference delegates will decide the relevance/importance of an issue.

The garrison commander must approve an issue for it to be forwarded for consideration at the IMCOM level.
